And again you're arguing against Ford engineers that picked up 15HP on Bullitt's CAI/hood seal over the GT's 4.6 w/stock airbox.
estimates:
CAI = 15HP
Tune (nonFRPP) = 10-25HP
Cams = 30HP
Ported Heads = 20HP?
Longtubes/Xpipe = 30HP?
Intake/throttle body/injectors = 30HP?
All of the above in combination =

A proper CAI with tune for A/F is less money and less involved than any other thing on the list.

The tune is for the bigger mas air flow sensor. Not for the increase in air. The stock maf can read quite a bit more air than it normally gets.
(I have not read anything where maf on Bullitt was different than GT. I can pull a part number from my manual if you like)
