A wastegate is a necessity. It controls boost levels with a built-in spring. This spring can be overridden with an electronic boost controller. Some turbos have built-in wastegates while others are bolted to the exhaust manifold near the turbo(s).
A blowoff valve isn't a necessity but it is basically mandatory for high boost levels, say, 10-psig and over. It opens at a pre-set boost level to bleed off excess pressure. This typically happens when you let off the throttle from WOT. The excess pressure has nowhere to go without a blowoff valve, which causes reversion back through the turbo(s). This is very bad.... The BOV is normally located close to the throttle plates.
I know, the pic isn't a Mustang but it does give a good example of where these devices are located.

Yeah you need a waste gate and BOV for a turbo. All the kits out there come with them.

Turbos have come a long way with a properly sized turbo and wastegate you'll have full boost at about 2,000-2,500 rpm so almost no turbo lag the lag comes from a turbo that is too big for the combo

Guys turbos are great don't get me wrong, but be mindful that you can get 450rwhp off of ~6psi with a blower and select mods, and ALOT of timing and high octane. Remember though that ALOT of timing = ALOT more chance of detonation, which = BOOM.
Not saying it's not a great system because it is but like I said, don't get caught up in all the numbers regarding boost & power.

Tom,
Keep in mind that a turbo system will deliver MORE power to the rear wheels than a SC will for any given boost and timing combo. Those mechanical blowers just take a LOT of power to turn them fast enough to build boost. The turbo takes power too, but MOST of it is waste energy from the exhaust. I have to say "most" because the increased back pressure DOES decrease the power output of the engine somewhat.
But is a proven fact that a turbo engine will make the same amount of rear wheel power as a mechanical SC (take your pick which kind of SC, doesn't matter) with less boost, less timing and less fuel. They are just easier on engines for a given power level.

Guys just re-read my post. I'm all for turbos, and said this is a great kit. My main point being to not get caught up in just numbers only because you can make big power with moderate boost with several blower combos and the right combo of other mods.

I was at my local spped shop last week and they guy said that he uses Hillion turbos but will not order anything from HP turbos. A customer wanted a HP and was told he would have to order it himself, which he did, and it took 4 months to get and half the part was missing. The Hellion turbo is the only one that this shop will order. They are putting on the HP one for the guy but thats only since he is the one dealing with HP.
This is just that I was told, but I do trust this shop.
