I did exhaust first... and then installed a CAI when I found exactly what I was looking for. I believe a few people here installed S&B CAI's and several more planned to once Ford Racing released its S&B manufactured intake. Unfortunately it looks like FRPP and S&B may have dissolved their relationship.

I did a catback to start out with, and I'm really glad I did that first. Not much in the way of performance, but it makes the car feel and sound meaner.
Honestly though, either way you go (CAI or Exhaust) you probablly wont be dissapointed. If you decide to do a CAI first, bite the bullet and get an X2 or a Predator. I just ordered a X2 from Bamachips.

IMO, you'll get more bang for the buck doing the CAI+tuner first.

Ron, you will be miles ahead if you at least get a canned tune with the CAI... either the SCTX2 or the Predator. Don't do a CAI w/o some sort of tune. You might get away with it; but then again, you might not. There are plenty of good tuners here on this board that can set you up with a good CAI/tune combo for around $700 +/-.

I would suggest that you go with the cia and tune first and then get some exhaust later. I will give you a great deal on a mmr cold air induction system if you are interested.
