Wouldn't this only be useful when turning off VCT?
If so then this would be a performance downgrade right?

By looking at this piece it does remove the VCT, but depending on the performance, it's not a down grade.
My understanding of the VCT is once you get to a determined point (whatever that is, I would assume it's based on torque) the VCT has to be disabled so the car can be tuned.
I believe that BBK’s engine (there is a thread here somewhere & and very large thread on Corral’s site) had to have custom Cams gears made so they could get the car to run right.

Well Like I said I believe it was BBK but I guess it was someone elses.
I do remember reading it and if I come across it I'll post it.
