In my experience, if you have spots that just won't come out they're usually acid rain spots. But it's odd you only have them on the fuel door.

did you go through an automatic car wash with like 'clear coat' and 'rain-x' or some other type of 'polish' built in it?

Might be that...

I used a wheel cleaner spray once that did similar damage to a set of wheels when I didn't get it off in time.

Do you have well water? Mine does not have a lot of minerals on the faucets but I learned the hard way that there's enough to cause water spots from hell on my car. Huge ones that just wouldn't come out. It was my first wash and I didn't dry fast enough.

So thankfully I paid for the overpriced 'paint protection' (Perma Plate brand) that has a 7 yr guarantee incl against water spots.

So I took it to my Dealer and they had to do an "acid wash" to get the water spots out, then reapplied the polymer protectant.

It looks great now. But when I wash the car it is a race to get each section dried before spots set up. I keep rinse water flowing till I get to that section to dry.

City water can be just as bad. Where I live it's loaded with lime. When we 1st moved here I left the sprinkler running one night. Next morning I had the worst spots on my wife's black Expedition. Took me hours to polish them out.
I think most car washes reclaim, or reuse, their water. The filtering process isn't the best, so who knows what was in that water. It's still weird that it's only on the fuel door.

then it must not have been sealed properly .. anodize is a very absorbant protective coating for aluminum that can be died any color but it still needs sealing to stop future contamination

I heard they use some strong chemicals when making carpets. I was just thinking maybe some are released into the air.
