dryer sheet.. soak the area with the bugs.. use a dryer sheet to scrub em off.. It works pretty well. Then immediately wash after you are finished with your normal car soap and rinse.

A good and cheap way is to get a spray bottle, use distilled water and add a 4:1 ratio of car wash soap. Soak the buggers down and blot them off. Do not wipe bugs, they are abrasive and will scratch!!
For stubborn ones, lay a soaked cotton towel on them and let the wetness soak into them for a bit.

Turtle Wax makes a product called Bug-Off. Removes bugs and Tar. Works really good.
