If the water doesn't get it off, you have no other choice but to wash it to get it off. So you can't get dirt off before washing, considering that's what washing is for. You could try using a higher pressure stream of water, like a pressure washer if you're dead set on getting it off before you wash it. However, too much pressure might strip your paint.

You could use a leaf blower before you wash: Stay away from washing the bottom of your car until last. Thats where most road grime ends up and people wash and rub it all over their cars, hence swirl marks. Actually 2 wash cloths is great. one for the top, one for the bottom! Make sure you wash them out when done. Good Luck!

Go to the local Coin Op car wash, use the spray gun on the soap setting try and get the whole car, then fill a bucket and add your favorite car wash soap, wash it down with a premium wash mit. start from the top and work your way down. Rinse the mit offten. Then use the spray gun and rinse the car off. Dry your car with a premium chamois and wax. I do all my cars like this, except my blazer. and they look great.
If you do get a bad case of the swirls, you have two opptions Learn to use a buffer, or pay a detail shop. If you go with the buffer option start with an older car in your collection, or a relitives car. You do not want to burn the paint on your pony.
