Do I need new rack & pinion gears?

My car has been making a creaking noise when I turn the steering wheel. I took it to a shop a couple weeks ago and the guy said I needed new rack and pinion gears. I took it to another shop and he said my car didn't have enough miles on it to need new gears and gave me a solution to put in the steering fluid to make the squeaking stop. The solution didn't work and it still makes the noise. My car has 74,xxx miles on it. Should I go ahead and get the gears, or could it be something else making the noise?

Look up and see if there is a TSB related to the steering noise. I'm not standing at the car so I cannot hear it, could be hose related or pump related. but if they are pointing to the rack imo I would just get a new or reman rack. unbolt and bolt in vs tearing apart the current rack, it may be more cost effective in the end to just replace the rack. you may want to also seek other opinions.
