Hey, I took my valve cover off and noticed that I had a rocker arm sitting in the bottom of my valve cover. After closer inspection, I noticed that I had a broken valve spring and a cracked follower. It is a 95 (4.6 DOHC.) The eighth digit in the VIN is a V. Is this common and can it easily be fixed?

I havent heard of to many broken valve springs on a DOHC motor. You should be able to replace hte parts fairly cheap with OE replacements (or maybe find a motor in a junkyard.). I would defintely check the cylinder and make sure there was to piston to valve contact. a bore scope should be able to tell you that.

I wonder if this could have been due to a bad cam positioning sensor or a crank positioning sensor?

could have been caused by that. Also something you may want to check is that the timing chain tensioners and chains are in good shape. One mishap with those and you could have 32 bent valves.
