Yes you can. Just don't install them on another board with a link to this site. But to use them in a post or two should be a big deal.
Click on "Add Reply" and right click on the emoticon you want. Copy the link and insert as a picture on the other website.

Don't left click on the emoticon, right click on it and copy the url.

Right-click on the links and choose Copy Shortcut. Go to the other site and paste the URL between the image tags like this:
