Very soon I hope to be utilizing the Local Dyno for some testing on my stang! While they will have a state of the art Dyno, being installed as we speak they as of yet have givin any thought to Sound and Video equipment! What is out there that will provide Very Good Quality Recording for the internet, At a reasonable cost! This is way out of my area of expertise.
Any help, advice, {links}, etc. would be Greatly appreciated!

I would recommend using a miniDV Camera like a sony VX2000 or any consumer based miniDV Camcorder, (DV is far superior to Hi8 or VHS camcorders.) they can attach to your computer via a firewire cable, and the video can be captured by Windows movie Maker (standard on Windows XP) or iMovie on a Mac OSX system.
the audio can be captured via the Cameras mic. There are sound recording alternatives but they can be costly. (Dat recorder, ADAT recorder, Hard disk digital audio recorders.)
once the video is captured into the computer you can edit then save as, or export a movie file from the application.
I recommend Sorenson3 (medium quality) or Mpeg4 for the codec. make the frame size 320X240 Pixels (your original DV frame size is 720X480), and if it allows you to set a data rate, make it 512kb per second. you may also adjust the frame rate (your camera captures video at 29.97 frames per second.) you can lower this frame rate to 24 or 15fps to make the file size even smaller, but the video will become more choppy when played back. these settings will decrese the file size and make it easy to stream or download vis the web.

You can also download a free evaluation copy of Tsunami MPEG encoder (http://www.tmpg-inc.com/) and use that to make your internet file. Saves you the money over buying Sorenson, which is a great app for the job too.
Keep your camera as still as possible. Eliminating camera motion makes it easier to crush down a cleaner quality image. Makes it easier to view as well. A miniDV camera will produce good quality results at reasonable expense.
Given that most folks will be viewing on the PC and listening over PC speakers, etc. - on camera mic should be perfectly fine.
