For monster torque, drop in a turbo Cummings - Yuk Yuk!!!
Seriously, there's a ton o' stuff you can do from tunes to chargers to whatever. Like my uncle said, you can go as fast as you can empty your wallet. I haven't had a 4.6 in years, but there are tons of websites and vendors here that sell what you need for more juice.
Is there any particular reason you want torque and not horsepower?
You should get some responses below that can tell you how to get the most for your buck.

Torque and power are inescapably linked by the fact that horsepower equals torque. Torque is a twisting force applied to an object, like a wheel or a crankshaft. Power is the application of work within a finite time. 550 ft-lb of work in one second is one horsepower.
A supercharger, gears and tune would suit you just fine, toss in a set of SFCs when you get a chance and she will hook up even better
