Yes most Roush builds have been lowered. I only know of the RS1 (Standard Mustang GT + Appearance mods only) being not lowered. They have that distinctive Roush build look, but no real performance gains over a factory GT. Otherwise I am pretty sure that all other S197s Roush builds do have lowering springs are part of the performance suspension modifications. Mine has a stiffer ride but boy can it take those curves when you take on the twisty roads.

I can certainly understand how bittersweet it must have been to part with your "99" SVT Lightening, as you don't come across that many very often these days, especially one which is in such immaculate condition as yours... Needless to say, I have no doubt that whomever the next owner happens to be will also cherish and enjoy it just as much as you had... In the meantime, we'll be looking forward to seeing pics of your new to you Roush 427r... 
Stick with your OEM Roush suspension, as there is no need to upgrade to aftermarket... All Roush 427 Mustangs have OEM lowered suspensions with Roush components...

Roush components are very good, you can swap out if you want to, but there really is no need unless they are worn out or leaking. If I were going to replace I would probably stick with Roush parts on my car, but that is just me.
