Somehow I don't see PA ever being on that list. Turn signals are completely optional here

I heard about this on the news today, I guess D.C. is the worst (drivers average 1 accident every 5 years) while Cedar Rapids is the best (drivers average 1 accident every 15 years). I am not at all suprised Chicago isn't in the top ten, but it is good to see Fort Collins made it (my brother and soon my sister too go to CSU there).
