parking brake sticking in cold weather

today was the first day of COLD weather (NYC here). i went to pull out of my driveway and it felt sluggish. i then realized the parking brake was still engaged but i already released it as far down as possible. then i realized that if i just touched it the handle would go up but it wouldnt click into place and when i moved it up just slightly the idiot light (parking brake) would come on.

i had to drive with it still on (and i knew it was on becasue when i would engage the clutch and just roll the car would slow down and just stop as if i was riding the brake)

after about 20 minutes it went back to normal and then it happened on my way home. anyone else have this problem?
