Incentives question

Ok, what's the story with the "swap your ride" $1,000 rebate? Is it $1,000 on 2008's or just 2007's? I've been talking to a couple of dealers and one told me that he would give me $1,000 rebate and the other said it was only $500. How does that work?

Also, the dealer offereing the $500 said he could "lock me in" at whatever incentive is being offered at the time or order and if a better rebate was offered when I took delivery I would be able to take adavantage of that. The other dealer, the one offering $1,000, said he can't lock in incentives, but that they rarely go down. What he is saying is that since he's offering $1,000 rebate now, he doubts it will go down next month. Is that true?

Do dealers have this much discretion when it comes to rebates and making a deal?

Any insight would be appreciated. Thanks.
