With styrofoam like that? My best guess is a built in cooler like what certain VWs have and now the dodge caliber...

looks like a center console lid with a cupholder....but it appears to made of that collision foam stuff....so, I don't know... and that strap looks pointless....how about protective foam to go behind the grille....the opening in the middle is for air, and the cupholding looking things are for the fog lamp housings??

oh, i know! Ford is cutting cost corners and now no Ford cars will ship with airbags, but will instead have a giant block of collision foam strapped to the steering wheel

SVT logo means it's a part for the Cobra. Based on the material, I'm going to say it's some kind of protective cover for the blower, used during shipping of the car, or if it has to come off for maintenance.

im guessing battery relocation kit that goes in the spare tire well and is held down by the same bolt that hold down the spare tire.
