Gapping Ford Racing plugs

I just got a set of FRPP one heat range colder plugs and I'm assuming they come pre-gapped? I'm not sure how I would check the gap with my standard gap wheel. I know a tool is necessary to do the gapping, but why wouldn't they come pre-gapped?

i measured my first set of brand
new HT0 plugs (sent from whipple)
and they ranged from .028 - .032

this happened to be fine, for my
application of 10psi of boost.
