Flow master American thunder won't fit passenger side

Hey everyone, I'm trying to put a Flow master American thunder axle back on my wife's 05 gt but there are these weird brackets that are blocking the fitment on the passenger side. Never seen them before can I just chisel the welds off and remove it or is it for something important? Thanks As you can see driver side fits

Having just done my mufflers to get the exhaust off/on for the clutch replacement, I can tell you that those are definitely not stock and can be discarded. It looks more like they were added for... something... and then abandoned in place?

In any event, if they weren't attached to anything, they'd be gone in my hands.
