Do i need it??

Will I need to tune my pony after installing new intake, exhaust, headers??

Yes. Definitely with headers. Perhaps with CAI (depending on type) and not need if you just do exhaust (unless, of course, you do headers)

Intake and/or headers? Yes. Cat-back exhaust? Yes. Axle-back exhaust? No. Would I personally suggest a tune before doing any performance mods? Yes.

Yes. The tune can be adjusted to account for different modifications. Although not really by you, but by whoever is writing your tunes (Steeda/AM/Lund/etc.).
