It recovers some of the exhaust gases and pumps them back into the intake to cut down on emissions as I understand it.
It's not necessary but there could be issues with inspections especially in California and some other states I reckon. Also not sure if in later cars its removal would effect a check engine light. I'm assuming this is a 94 or 95 car?
I plan to remove mine on my 93 and from what I understand it will not cause any issues.

However a 98 is an OBDII and I'm sure there are issues with the computer.
Perhaps someone with more knowledge from that year model will chime in.

The smog pump is not only for emissions and recirculating the exhaust gases but it actually helps to cool the cylinders so yes there is a parasitic loss from the pump but if you delete the pump and egr your car will run hotter which causes more wear and tear plus heat is the number one cause of horsepower loss. But you can get rid of your ac with a ac delete kit.

The egr valve is the one responsible pof recirculating the exhaust gasses into the intake manifold to reduce exhaust gas temperature and decrease NOx emissions, plus helps increase fuel economy. The air pump/smog pumps job is to provide additional oxygen to help burn unburnt fuel during cold starts mostly. After 10 ot 20 secondsof operation, it bypasses the exhaust system by a diverter valve.
