PATS Code 16 - Help!

Can anyone help try to remedy a PATS code 16 that's coming up on my 1999 Cobra? Everything is fine except the anti-theft. It's giving me a code 16. Any ideas?

In 10 years in the Ford Service industry, I've never heard of a code 16.
Usually trouble codes are 4 digits plus a letter in front, like P0302, P0016

Does the car start?
