What about state emission laws?
For example, Pennsylvania as a state does not require emissions inspections, but there are individual counties/cities that do, and those are increasing each year. Where I live, the car has to have "original" exhaust setup - on my 98 GT that means 4 individual cats, just like it came from the factory. Catbacks are okay, as are shorty headers. BUT, they don't test the emmissions - just do an inspection, then test the gas cap...

Oregon is the same way, some counties are overboard on emissions. Never California. Texas has emission laws but I love San Antonio. I guess I could always put the old pipes with the cats back in when I go for inspection.

and teh pro chamber is smoother compared to teh h pipe but not as loud. go to mustangexhaust.com and listen to the soundclips.
