Bad fuel pump?

Alright so I've noticed since day one of buying my 94 gt that a loud whine coming from inside my fuel tank. And the pump is inside. I assume it's the original one too. The car runs fine and all. But could it be going bad? I hear it's normal for fords to do that. Then I also hear they whine before they go out. I normally do not let my tank go below the 1/4 mark

Change your fuel filter and see if it helps.

Well I have had the filter changed, a few months ago. The previous filter was very dirtied when it was replaced. And was original.
I really doubt that it's supposed to sound all whiney from the factory. So the filter is new, yet the pump is loud.
