1999 Cobra Factory Upgrade offer still available?

1999 Cobra Factory Upgrade offer still available?
Is the factory hp upgrade on 1999 Cobras still valid or is it time expired? Have an acquaintance whose car is stock and low miles who never returned the car to the dealer for the upgrades to generate advertised hp.

Safety warrentees (leaking gas tank, weak seat belt latch, etc) dont expire, and you can take a car back even a few years later to have it fixed. I dont know about the Cobra upgrade. You'd have to contact Ford about that.
Individual dealers might say 'no', so I'd ask a few and find someone who will. I think the upgrades were exhaust, intake, and re-tuning.
