Ids low battery message

buddy is trying to pmi a new pcm to do a powerglide swap with a manual tranny harness. Icm and bcm work but pcm says battery voltage low even on a charger reading 13.8 volts

short in the wires somewhere? Or is it reading 13.8 right at the input connector to the PCM?

I asked him where he read that voltage. He hasnt answered yet

He got past that and completed the pmi on pcm

He did a powerglide swap into an auto car. All done now
