I am having an issue with the drivers side black plastic thing that holds the seat belt up or down. My passenger side will click into an up or down position,

The drivers side just stays down. So I removed both of them to compare and I can see part of the plastic broke off and a small piece of plastic with a spring is jammed in there. Can the individual part be replaced or is it the whole seat belt?

After doing some research that part cannot be ordered separate. What is the part no. for a 2013 drivers seat belt?
