If not, get them to quote you their e-pricing (you can do this right through Ford's website). In my area, I've gotten quotes that are within $100 of the X-plan price, before any negotiating. I suspect that even a little haggling will get me a better deal than X-plan when I'm ready to buy (especially if I buy a 'leftover' '13 in the dead winter).
Not saying there's anything wrong with X-plan, but it doesn't seem (to me) that you're getting an 'unobtanium' deal with it either.

Are you opposed to buying through the internet sales dept of your local dealer(s)?
If not, get them to quote you their e-pricing (you can do this right through Ford's website). In my area, I've gotten quotes that are within $100 of the X-plan price, before any negotiating. Good point; in my area, the dealer fee is (usually) twice that, as it's capped at $200 by state law.
Though I don't think I'd buy from a dealer that took a hard line on an advertising fee (I assume that's what you mean buy ADV fee?); to me, this falls into the same category as a floorplan interest fee or "dealer prep" fee. I'm not paying surcharges to cover the dealers' standard operating costs when they're already making a reasonable profit from the sale. Just say "No".
I haven't paid any of those ticky-tack fees on the last two cars I've bought (non-Ford), I don't plan to if I buy a Mustang either.
