Yes, a tune is required with the WMS if top performance is your goal.

If the car is put on a chassis dyno and forced into WOT, you will notice that the A/F is lean but not lean enough to throw a MIL.

If your just poking around town and never get on it then "no" you probably wont need a tune because the EMS is always in closed loop where the engine is running lean already.

Question on the 2015 16 17 about small air vents where hood turn signals are ( My first car was a 1970 Dodge charger and she had the turn signal lite on the hood also but no real venting.Loved that car) Anyway are these hood vents just for venting or can they pull in enough cold air to matter?

They're there for venting. I believe high pressure areas will be the nose of the vehicle or where the hood meets the windshield.
