From what I've found, no matter what the manufacturer says, they all require some degree of elbow grease. If your wheels are even mildly dirty, the spray-on, hose off method doesn't work.
YMMV.

Yup, I've used a few different kinds and they all require some scrubbing to really get everything off. I think I've pretty much settled on using the Armour All wheel cleaner, as it does a decent job when I want to loosen the wheel gunk. I would recommend just cleaning them real good and then waxing them.

I've had good luck with either Mothers FX Wheel Cleaner or Wheel Mist All Wheel. Both clean pretty good as a spray-on, hose-off. Sometimes I'll use a mitt or gentle wheel brush if I've been neglecting them. Best thing is to keep them clean with car wash and use the wheel cleaners only when necessary.
I also started using FX Spray Wax to help repel brake dust and that's been working pretty good.

Eagle wheel & Rim Cleaner
I tried this and was surprised how much it cut through without a lot of scrubbing. I'll use it now until something better comes along.

I don't buy there is any cleaner you don't have to scrub with. AND, if there is....I sure don't want something that strong on my rims.
I clean with the same car soap I clean the body with, rinse, apply Meg's HOT WHEELS, sit for 2 minutes, rinse and dry. Works like a charm.
