Fuel issues

Fuel issues
I really need some help I'm stuck and it's killing me. I have a 95 mustang GT, having fuel pump issues, the pump doesn't turn on when I turn the key over. List of what I've done so far.
checked fuse for fuel pump under hood 12.5 volts with voltometer.
Replace a brand new CCRM
INERTIA SWITCH IS OPERATING
Checked the plug at the pump getting 6.56 volts at the fuel pump connection
Replaced with brand new fuel pump
Turn key on hear the relays click but pump still isn't engaging to prime
Please any advice is much appreciated

Wow, that's a good one my friend. First are you sure the new pump is good? I've bought new stuff that was bad out of the box. The only other thing I can think of is you could check the plug. It could be bent or corroded in spots, and not making good contact to the pump. Good luck, I hate those type problems.
