I had the Lower Fog Lights added/installed to my 2013 GT Premium by my ford dealer (Grappone Ford, NH) they ended up adding them to the same circuit/wire that powers the Upper Fog lights, so when I pull the switch both upper and lower fog lights come on. The lowers aren't very bright. I wonder if it's a lack of power/amperage to run both lights on the same circuit?

I don't think that's the problem. I have the Pony Package with the lower foglamps and mine aren't very bright either. I replaced the bulbs with brighter ones and that helped some. I don't remember the brand of the bulbs either.

Remember, they're fog lights not headlights. They are supposed to illuminate Lane markers when visibility is poor, not light the road far ahead of you.

The GT grille lights are more driving lights and are more suited to providing additional light while driving, especially when aimed a little higher.

they are projectors so they won't be bright unless you look right into them and the factory 35 watt H11 bulbs aren't going to do much either. Doing it the way they did will likely lead to blown fuses as that circuit will be overloaded using halogens. I'd replace them with bright LEDs like these:

Bear in mind that running more than four lights on the front (four fogs plus headlights) is illegal.

Title 29-A, Paragraph 1909-A:
1. Fog lights. A motor vehicle may be equipped with 2 fog lights upon the front of the motor vehicle that emit amber or white light as long as the rays from the lights do not shine more than 2 feet above the road at a distance of 30 feet. A fog light mounted higher than the center of the main headlights may not be illuminated while a motor vehicle is being operated on a public way.

So, while they don't seem to limit the total lights like most other states, they specifically limit the number of fog lights. You might be able to claim that the grille lights are "auxiliary" lights rather than fog lights but that's not what Ford's documentation calls them and who needs the hassle?

My local PD called the grill mounted lights "Driving Lights" The Chief of police just answered my e-mail about this and he said he couldn't find anything stating it's illegal to run 2 headlights, 2 driving lights and 2 fog lights, as long as their positioned right.

Why not just use the fog lights as for lights, and the driving lights as driving lights? I can assure you when properly aimed, both will do their job well and having both on will be redundant. When you actually need fogs the driving lights will need to be off, and the fogs won't add any useful light the driving lights don't already throw out.

Plus it looks stupid with 6 lights on.

The little CS fogs are so low and because they are projectors, they won't blind anyone so, adding them in, like I did, really is low risk of attracting the attention of PC Plod. I believe you can't have too much headlight, it's a primary safety system. I used 60w equivalent LED Samsung bulbs to allow me to tap into the power for the grille fogs without blowing the fuse like using the halogen H11s would have done.

That and the fact the entire conversion was about 128 bucks on ebay and made the front end look better than those ugly blanking plates, made it worthwhile.

I don't have a choice, the dealer hooked the driving lights and fog lights on the same switch.

It's pretty simple to wire them individually if you'd like to. I have my grille lights wired to an independent switch on the center console.
